Which carriers move fastest on filing approvals?
Insuraviews reviewed regulatory filings submitted between August 19, 2023 and August 19, 2025 to see which carriers had the quickest approval times. Averages were grouped into three ranges:
- Fast = 0–7 days
- Moderate = 8–15 days
- Slower = 16–21 days

Observations
- Clear leaders: SiriusPoint, Shelter, Progressive, and StarStone are all consistently in the “fast” category across multiple lines.
- Commercial Auto: No carriers fall into the fast group; the best performers (Country at 14) are still in the moderate range.
- Personal Lines: Homeowners and Personal Auto show the most same-week or faster approvals.
- Inland Marine: Shelter and Clear Blue approvals are nearly immediate.
Important context
Approval times are not only a function of carrier efficiency. They are also heavily influenced by:
- State mix – Carriers concentrated in states with quicker regulatory turnaround (e.g., Wisconsin, Iowa) will show faster averages than those filing frequently in more complex states (e.g., California, New York, Florida). For example, Acuity (dominated by Midwest states) regularly posts faster filings than carriers with broader national footprints.
- Adoption of bureau filings – Some carriers simply adopt ISO/NCCI filings with minimal modification, which regulators approve quickly. This can be seen with StarStone’s personal auto filings, which largely mirror bureau templates.
- Complexity of filings – Larger multiline carriers (e.g., Zurich, Hartford) tend to submit broader or more customized filings, which naturally take longer to review.
Why it matters
